- Academic Records of Polytechnic Diploma (min GPA 3.0) or GCE A' Level (min Average Grade B) or equivalent
- Participation in Co-Curricular Activities (CCA) or equivalent
- Exhibit leadership qualities
- Submit Scholarship essay (500 words or more)
- Demonstrated a strong track record in social/community work that has generated significant impact for others
